Textures2quake is a small open source application written in vb6 that converts textures to the Quake palette (or a customized Quake palette) and Half-Life style into 256 independent palette textures.

Download V1: textures2quake 15 MB since it includes Nexuiz sample textures to test conversion.

This is largely untested, but I imagine it will work. Baker.
